That's not quite correct. Skunks can be imported into NJ. They can only be  
imported from states that do not have rabies issues. NJ F&G can provide you 
 a link that will tell you which states can ship you a skunk, and which 
states  can not. To get a permit, you'll need to furnish F&G with a veterinary  
health certificate from the exporter BEFORE the skunk is shipped. The rules 
are  a pain in the butt, but definitely navigable.
