SK: Tail hair breakage...

 Skunkers is having some issues with tail hair breaking...  The back of his little tail is pretty thinned out and the skin is visible through the sparse hair that is there.  The rest of his coat is beautiful and shiny and thick and soft.  But the back of his tail is thinning and seems to be very brittle...   Any ideas on causes or solutions to his problem?   
Just a little background- He is a yearling neutered male, weighing about 9 pounds.  He eats a well balanced diet including carrots, peas, green peppers, zucchini, squash, yams, broccoli slaw, strawberries, blueberries, raspberries, watermelon, apples, oranges, nectarines, and a few pieces of royal canin's skin and coat formula for small dogs.  He also gets the occassional nilla wafer, crackers, popcorn, or a frozen chick as a treat...   He also gets a organic feline vitamins and organic vitamin D-3 and organic FishOil/E supplements about 2-3 times a week.
